BID Regional Program Concept Note

Over the past five years, the PATH staff based in Africa that made up the BID team have gained significant experience in the implementation of data quality and use interventions to improve immunization service delivery. This includes deep knowledge about the holistic design, introduction, adoption, and scale up and sustainability of digital interventions. BID will leverage this experience, in partnership with the BID Learning Network, to introduce a BID Regional Mentorship program. The BID Regional Mentorship program will support African countries as they work to select, introduce, and implement digital health and change management interventions to improve their routine immunization programs. BID Initiative Literature Review: Improving Data Quality and Promoting the Use of Data for Decision Making

This literature review was conducted to identify, review, and analyze published and grey literature to inform the behavior, organization, and practice activities to be conducted as part of the BID Initiative, and to inform the Initiative’s theory of change and monitoring and evaluation plan. The overall hypothesis of the BID Initiative is that design and national-scale implementation of a defined technology platform and supporting activities will improve data quality and use to strengthen decision making related to immunization programs. This literature review will be used to expand and ground this hypothesis and guide the development of a theory of change.

BID Initiative Scale Theory of Change | Primary Outcomes 3 & 4

The BID Initiative Theory of Change (ToC) document focuses on Primary Outcomes 3 and 4 of the BID Initiative. This narrative elaborates on the problem statement, BID Initiative hypotheses related to scaling and diffusing of solutions developed and tested to address data quality and use challenges, and the strategic approaches taken to scale within demonstration countries and across the Sub-Sahara Africa region. This ToC includes a graphic (Appendix 1) and a literature review (Appendix 2) that validate many of the assumptions included in the ToC narrative. It is important to note that this ToC is complimentary to that of Primary Outcomes 1 and 2 (ToC1) of the BID Initiative and is not intended to be a standalone document.

BID Initiative Scale Theory of Change – Literature Review

The BID Initiative has a vision to empower countries to enhance immunization and overall health service delivery through improved data collection, quality, and use. The goal is to design a replicable and sustainable solution by taking an approach that brings together information system products, data management policies, and the practices of people that use them, to be tested in a few countries and packaged to deploy at scale in many. The BID Initiative also has embedded within it a peer learning network, the BID Learning Network (BLN), that is intended to accelerate diffusion of knowledge, ideas, lessons learned, and innovations arising out of the BID Initiative activities and that of other entities involved in similar endeavours. This literature review is intended to support the development of a theory of change model that will enable effective monitoring and evaluation of the activities related to the goal of scaling up, and will review theories of scaling, peer learning, networking, and diffusion.
