eHealth foundation actions build an enabling environment for the use of ICT for health. These include supportive eHealth policy, legal and ethical frameworks; adequate funding from various sources; infrastructure development; and developing the capacity of the health work force through training.. eHealth applications surveyed in 2009 include telemedicine (the delivery of health care services using ICT where distance is a barrier to care); mHealth (the use of mobile devices in delivering health care services); and eLearning (use of ICT for learning).

Liberia EPI cMYP 2011-2015

Liberia is signatory to the achievement of international and regional goals and targets, particularly the Millennium Development Goal to reduce the under-five mortality rate by two-thirds by 2015, the attainment of a routine immunization coverage of 90% nationally with at least 80% coverage in every district and the reduction of measles mortality rate by 90% as compared to the 2000 levels by 2015. This includes extending the benefits of new and underused vaccines to all children; the integration of vitamin A & mebendazole into routine immunization in 2011.

Ghana EPI cMYP 2010-2014

The comprehensive multi‐year plan (cMYP) is the medium term plan for the Expanded Programme on Immunization (EPI) in Ghana. As expected, it provides the strategic direction of the immunization programme for the period. The cMYP is always prepared in consonance with the 5‐year strategic plan of the health sector. The current cMYP (2007‐2011) had to be revised to 2014 to accommodate the plans to introduce three new vaccines –pneumococcal, rotavirus and second dose measles. After the development of the next health sector 5‐year plan which is from 2012‐2016, the cMYP will be revised and aligned to the health sector plan and period.

This Comprehensive Multi Year Plan 2006 - 2010 will guide the immunization activities in Kenya. It highlights the national goals, objectives, and strategies derived from the EPI situational analysis. The analysis has been done through comprehensive review of DVI’s Annual operational reports, immunization coverage reports, programme sector’s assessment reports, programme evaluation reports, findings of surveys carried out during the plan period, and the KEPI joint review of April 2006.

The Mozambique EPI multiyear plan for 2012-2016 highlights the areas of focus for the immunization programme over the next 5 years based on previous programme performance, priorities for the health sector as stipulated in the Health Sector Strategic Investment Plan (2010/11 – 2014/15) and the global and regional goals set for child survival. The Decade of Vaccines Global Vaccine Action Plan (GVAP), Millennium Development Goals (MDG) on mortality and morbidity reduction and the WHO Strategic direction 2010-2015 provided the overall strategic framework for development of the plan as well as priorities set in the HSSIP.

Zambia EPI cMYP 2011-2015

Zambia has drawn a comprehensive multi-Year Plan for immunization for the next five years (2011 – 2015).  The processes will run along with the sectoral National Health Strategic Plan (NHSP) and the Mid Term Expenditure Framework (MTEF) to be implemented for the next five (2011 – 2015) and for a period of three years respectively. This Multi-Year Plan seeks to address vaccine preventable diseases through integrated interventions, and; it is hoped that it will contribute towards the attainment of the Millennium Development Goals (MDGs) of ‘Reducing by two thirds, the child mortality rate’ as compared to 1990 levels.

Improving Data Use in Decision Making: An Intervention to Strengthen Health Systems

Health systems strengthening has become a top priority of many global and national health agendas as a way to improve health outcomes. With the global health context becoming increasingly complex, national health systems are beginning to move away from a focus on disease-specific health responses to comprehensive strengthening of health systems. This paper will discuss the unique role of health data in strengthening the other five building blocks of health systems; define specific interventions to strengthen the use of data in decision making; and provide a framework for developing, monitoring, and evaluating interventions to improve the use of and demand for data.
