Webinar: Development of a Health Information Systems Strategic Plan – The Liberian Experience

The BID Learning Network (BLN) held a webinar entitled “Development of a Health Information Systems (HIS) Strategic Plan – The Liberian Experience”. During this webinar, Liberia shares the lessons they have learned in the process of developing a strategic plan to develop the national health information system. The presenter describes the process leading to the development of the Liberian HIS strategic plan and give a synopsis of the plan. He further highlights the key lessons learned that need to be taken into consideration when one is developing a strategic plan of this nature. Consequently, this webinar should be of interest to both technical and non-technical personnel with an interest in planning for national health information systems.

Liberia Routine Immunization Overview
The DHS conducted in 2007 pointed to coverage rates in Liberia that were significantly lower than official country reports. Despite an increasing trend between 2004 and 2009, WHO/UNICEF estimates illustrate a sharp decrease in coverage over the last two years. In 2011, Liberia’s immunization program failed to reach 39% (or 56,160) of its target population of children under one year of age with even a first dose of the DTP vaccine. Twelve percent of the children who began the DTP vaccination series did not complete it (drop out rate between DTP1 and DTP3), as shown in the graph below. Drop-out rates that are higher than 10% typically indicate problems with how immunization services are being delivered, perceived (e.g. friendly and reliable services) and used. The population’s use of routine immunization services is determined by the availability of, access to, demand for, and acceptance of those services.Download File: vnd.openxmlformats-officedocument.wordprocessingml.document (4.2 MB)

Liberia is signatory to the achievement of international and regional goals and targets, particularly the Millennium Development Goal to reduce the under-five mortality rate by two-thirds by 2015, the attainment of a routine immunization coverage of 90% nationally with at least 80% coverage in every district and the reduction of measles mortality rate by 90% as compared to the 2000 levels by 2015. This includes extending the benefits of new and underused vaccines to all children; the integration of vitamin A & mebendazole into routine immunization in 2011.
