Maintaining commitment to immunization in Africa through COVID-19 and beyond

The COVID-19 pandemic is putting a strain on health systems worldwide. The increasing demand on health facilities and health care workers has dramatically shifted resources from essential routine health services—such as immunization—to COVID-19 response as countries put in place measures to control the infection and limit the impact on health systems and economies. However, the world has learned from past outbreaks of diseases like Ebola that disruption of immunization services—even for brief periods—can result in outbreaks and unnecessary deaths.

The BID Learning Network (BLN) brings together digital health experts and immunization program managers from across sub-Saharan Africa to exchange experiences in implementing electronic immunization registries (EIRs), data management systems, change management approaches, and data use policies and practices. As countries across the world embrace digital solutions, PATH is drawing on its experience in designing, introducing, and scaling digital and data tools in Tanzania and Zambia to help countries address routine data challenges focusing at primary health care level.

Since 2014, the BID Learning Network (BLN) has brought together digital health experts and immunization program managers from across sub-Saharan Africa to share experiences about implementing electronic immunization registries (EIRs), data management systems, change management approaches, and data use policies and practices. The BLN has since expanded its scope to provide a set of holistic services and mentorship on the design, implementation, and scale-up of digital and data solutions to address routine data challenges. For the past few years, the BLN has been mentoring a range of countries interested in adopting digital and data solutions of their own.

DRC delegates journey to Tanzania to learn about the benefits of digital innovation for closing the immunization gap

In early September, PATH staff from Kenya, Uganda, and the Democratic Republic of Congo (DRC), joined representatives from National Expanded Programs for Immunization (EPI), civil society representatives, and other government stakeholders for an enriching data learning trip in Tanzania. Facilitated by PATH, the learning trip was hosted by the Government of Tanzania through the Arusha Region, Ministry of Health staff, and PATH’s BID Initiative, with support from the Bill & Melinda Gates Foundation.

This is how Dr. Eddie Mukooyo Sefuluya, a BID Learning Network (BLN) member and Chairperson for the Uganda AIDS Commission, describes the peer learning network that for the last five years has tackled some of the most complex challenges facing health information systems—and developed its most promising solutions. The BLN comprises more than 20 countries in sub-Saharan Africa. With conversation topics ranging from the design of patient registers to community-based early warning systems for Ebola outbreaks, the BLN allows participants to connect, learn, and collaborate in ways that advance their own discrete efforts, while also accelerating the pace of progress for all.

Transforming behavior and culture

The BID Learning Network convened in Uganda in November for a design collaborative meeting focused on change management. Participants from across sub-Saharan Africa explored the Kotter’s 8-Step Change Model and how to transform behaviors and organizational cultures; learned from each another and BID Initiative experiences on what has been successful and challenging when implementing changes; and identified practical tools and strategies to facilitate change management.
