The Digital Implementation Investment Guide (DIIG) aims to help governments and technical partners plan a digital health implementation that focuses on one or more health programs to support national health system goals. The Guide is designed to walk users of the document step-by-step through planning, costing and implementing digital health interventions within a digital health enterprise. This consists of selecting digital health interventions that are aligned with identified health needs, appropriate to a specific country context and integrated with existing technologies and the broader digital architecture. Users of the Guide will learn from diverse experiences deploying digital health technologies over the past decade and will be guided through a systematic approach to designing, costing and implementing meaningful digital health interventions that are part of a digital health enterprise. The DIIG was developed by PATH, the World Health Organization, the United Nations Children's Fund, and the United Nations Population Fund, among other partners.

Data Use Partnership Regional Overview

The Data Use Partnership (DUP) is a Tanzania government–led initiative that is improving the national health care system through better use of health information. Under the DUP initiative, the government is working with PATH to strengthen digital health and build local capacity so that everyone—from government officials to health workers to patients—can have better access to health information and make more informed decisions, leading to a healthier Tanzania. This overview provides a summary of the different ways DUP is working to strengthen Tanzania's health system.

To address the data challenges, the World Health Organization (WHO) worked with the Health Information Systems Program (HISP) in Tanzania to develop a DHIS2 immunization data quality application suitable for low-income countries. During this webinar the speaker provides a step-by-step guide on how the app works and how it can be applied to immunization programs for data analysis and dashboard use for decision-making. During this webinar the presenter shared key findings from a six week cross-sectional survey that was conducted in 30 health facilities across ten health districts in Burkina Faso between 2016 and 2017.

Vietnam’s scale-up from a district-level pilot to a national-scale electronic immunization registry

Vietnam’s immunization registry system prior to 2009 was a paper-based logbook that was prone to errors, time-consuming, and burdensome for health workers. Starting in 2009, the Vietnam National Expanded Program on Immunization (NEPI) and their partner PATH began visualizing the possibilities and benefits that a national-scale electronic immunization registry (EIR) and vaccine-stock-management system could bring to Vietnam. In 2017, the National Immunization Information System (NIIS)—a sustainably planned, government-run, nationwide EIR system—was officially launched along with national mandates on system use. Much of the success of the scale-up of the Vietnam EIR can be attributed to three key factors: (a) planning for scale from the beginning, (b) commitment from the government, and (c) technical partnerships. The story of scaling up, however, did not come without challenges and hurdles. This case study reviews Vietnam’s journey from district pilot to national-level EIR.

Pakistan, Zambia, and Kenya are among a growing number of countries implementing electronic immunization registries (EIRs) to improve data quality and health facility performance. But EIRs can be costly to design and introduce. This case study explores the localization and adaptation of OpenSRP’s immunization module, the benefits of iterating on open-source software, and lessons learned during use in Pakistan, Zambia, and Kenya.
