A key determinant of the BID Initiative's success is that the countries are true partners and commit up front to helping design and advocate for it.
The BID Initiative conducted analyses on countries in Sub-Saharan Africa to determine which would be best suited as a demonstration country. This process included a preliminary desk review, followed by more in-depth analysis of demographics, governance, EPI data, and eHealth infrastructure information, among others.
To supplement the intensive review, field teams conducted select country visits to meet with key decision-makers in ministries of health and discuss challenges and opportunities for improving data quality and use around immunization coverage. These meetings were critical in identifying which countries had the desire to partner and play an integral role in the BID Initiative. After an initial round of scoping visits, followed by in-depth visits to potential implementation sites, Tanzania and Zambia emerged as viable demonstration country partners.

The BID Initiative has partnered with Tanzania’s Ministry of Health, Community Development, Gender, Elderly and Children through the Immunization and Vaccines Development Program to continue implementing interventions in the Arusha region. This region was chosen as a test site based on immunization challenges due to its porous border with Kenya; variations in urban, peri-urban, and rural settings; and pastoral communities. Intervention design, testing and fine-tuning was completed in four test facilities and the BID Initiative is now rolling out across the Arusha region.
A User Advisory Group consisting of members from all levels of the health system meets regularly to ensure the solutions we propose and implement are sustained by the people who will use them.

In partnership with the Zambia Ministry of Health, the BID Initiative is rolling out change management interventions across 267 facilities in the Southern Province. The User Advisory Group continues to be champions of change and participate in the implementation of interventions.
