BLN Webinar: Successful Implementation of a Health Information Software

The Better Immunization Data Learning Network (BLN) recently held a webinar entitled Successful implementation of a Health information Software. In this webinar, the speakers shared Mali’ experience implementing health information software. The presentation took the audience through: the software identification process, including identifying and involving stakeholders and effective communication; key implementation steps; and software deployment and related activities.

The webinar is aimed at both technical and non-technical personnel with an interest in using Information Technology based immunization information systems to improve vaccine delivery in national immunization programs. Learn from our experienced speakers, Mr. Tidiani Togola and Dr Ousmane Ly from Mali.

Presenter Information

Mr. Tidiani Togola

Mr. Tidiani TOGOLA is a Computer Engineer and Quality Manager. He has been the Technical Director of the National Agency for Telehealth and Health Informatics in Mali since 2009. From 2008 to 2009, he was the Director of Infrastructure Networks and Information System of the Ministry of Health of Mali as well as Assistant Focal Point for Telehealth. Between 2006 and 2008, he was the National Coordinator of ICVolontaire, Mali, a Swiss NGO, where he promoted the concept of cyber-volunteering. Mr. Togola holds an MSc degree in Applied Physics and an MBA in engineering, computer networks and information systems. He is a specialist in quality standards certification testing, a field in which he holds a Master’s degree from the University of Technology of Compiègne in France.

Mr Tidiani is currently the Secretary for Industry and the Environment of the Malian Association for Quality, President of the Youth Commission Rotary Club International, Club Kati and President of the Association “Information Systems Management”.

Dr Ousmane Ly

Dr Ousmane Ly has been the General Director of the National Agency of Tele-health and Medical Informatics, Ministry of Health in Mali and Assistant Professor of Public Health and Health Information System at the Department of Public Health, University of Bamako (USTTB) since 2009.  He obtained his MD at the University of Bamako’s Faculty of Medicine in 2001, and went on to attain an MSc degree in Medical Informatics from the University Pierre Marie Curie in Paris in 2003.  He is currently reading for his PhD. He has 10 years of experience in capacity building, e-health and telemedicine development in Mali. He led the African telemedicine initiative of the Division of Medical Informatics of the University Hospitals of Geneva between September 2002 and July 2003. Further he was executive coordinator of the first telemedicine pilot project in Mali from 2002 to 2007.

Dr Ousmane was engaged as a consultant for information technology as applied to the health sector by the West African Health Organization (WAHO) to develop a regional E-Health Strategic Plan for ECOWAS Member States. He is currently executive secretary of MaliREN (Research and Education Network of Mali), and also heads the capacity building Committee on the West and Central African Research and Education Initiative. Dr Ousmane leads the National Agency of e-health in Mali.

Dr Chilunga Puta, PhD, MPH, CQIA

Dr Chilunga Puta, Director of the BLN, is an infectious disease research and public health practitioner with over 20 years of experience working in developing country health care settings. She has held diverse technical and administrative positions that have enabled her to acquire a wide range of skills and in-depth understanding of developing economy health care systems.
