Scaling Up mHealth: Where Is the Evidence?

  • Despite hundreds of mHealth pilot studies, there has been insufficient programmatic evidence to inform implementation and scale-up of mHealth.
  • We discuss what constitutes appropriate research evidence to inform scale up.
  • Potential innovative research designs such as multi-factorial strategies, randomized controlled trials, and data farming may provide this evidence base.
  • We make a number of recommendations about evidence, interoperability, and the role of governments, private enterprise, and researchers in relation to the scale up of mHealth.

Funded by USAID/AFR, the overall objective of ASH is to contribute to improving the health status of populations across Africa through identification of and advocacy for best practices, enhancing technical capacity, and engaging African regional institutions to address health issues in a sustainable manner. ASH provides information on trends and developments across the continent to USAID and other development partners to enhance decision making regarding investments in health.

Mobile phone technology has demonstrated the potential to improve health service delivery, but there is little guidance to inform decisions about acquiring and implementing mHealth technology at scale in health systems. Using the case of community-based health services (CBS) in South Africa, we apply a framework to appraise the opportunities and challenges to effective implementation of mHealth at scale in health systems.

Albania pilots an immunization information system

The Albanian Ministry of Health, in collaboration with project Optimize, developed a registry-based immunization information system (IIS) and piloted it in Shkoder district. This factsheet illustrates how the data the new system produces is used to improve the management of the vaccination program, how it is changing the way people collaborate, how it ensures timely and equal access to immunization for all children, and how it reduces the administrative burden on staff.

Strategic Investment in Country Data Systems to Systematically Prepare Countries to Measure Impact

This paper introduces a strategic investment plan, based on recommendations from the Technical Evaluation Reference Group, to strengthen country data systems in order to prepare countries to measure impact and to position the Global Fund to better deliver on its goal of investing for impact. Progress in reducing maternal mortality in developing countries has been rather slow to meet the Millennium Development Goal (MDG) target number 5, aiming to improve Maternal Health by reducing maternal mortality by 75% between 1990 and 2015 and achieving universal access to reproductive health by 2015 [1]. Developing countries account for 99% of maternal death worldwide, representing one of the widest health gaps between developed and developing countries. These deaths could be avoided if the proper health resources and services were made available to women.
